Administration Opposes Changes

The Bush administration meanwhile wrote in a position statement that the passage of original TSA measure “was delayed over debate over this same fundamental question. Now, this measure seeks to reverse the flexibility given to TSA to perform its critical aviation security mission. The administration vigorously disagrees with these provisions of the bill, which were not recommended by the 9/11 Commission and would substantially diminish the Secretary’s flexibility to effectively manage the department.” It said the special rules at TSA have allowed the agency to “flexibly manage and deploy its workforce” in situations such as Hurricane Katrina, the foiled United Kingdom air bombing plot, and the evacuation of U.S. citizens from Lebanon. The administration did not explicitly threaten to veto the measure over the personnel rules, and it opposed numerous other provisions as well. The measure now moves to the Senate.
