Another Pay Order, Final Tables Coming

Assuming past practice is followed, President Bush will issue toward the end of this month an executive order that will finalize several remaining issues regarding the January raise. OPM has issued draft tables reflecting a 2.2 percent general schedule figure split as 1.7 percent across-the-board for general schedule employees and the funds for the other 0.5 percentage point as locality pay, along with a revised formula for dividing up the locality pay funds in a way that shifts more of the money toward metropolitan zones where the pay gaps with private industry are the highest. The new order will set final pay tables and also will set pay levels for certain categories not addressed in the draft tables, including administrative law judges. Wage grade employees generally will get the same raises as GS workers in their local area, although wage grade raises are paid at varying times of the year, differing by area.
