The Bush administration has sent to Congress as draft legislation several initiatives that it earlier announced that it supported. One proposed measure would allow Blue Cross to offer a high deductible health plan in the FEHB, allow the retirement program to enforce court ordered coverage for dependents of annuitants, and broaden eligibility for temporary continuation of FEHB coverage when that coverage is lost for reasons other than misconduct. The other draft bill would allow raising the pay cap senior level and senior scientific and professional employees upon certification by OPM that their agencies have evaluation systems that make meaningful distinctions based on performance; that policy would mirror one already in place for senior executives. Neither proposal has been formally introduced as a bill yet.
