Budget is Just a Starting Point

Whatever figure the White House recommends in its upcoming budget proposal will be only the first step in what often turns into a marathon legislative process of determining the federal raise for the upcoming year. That process typically includes a spending outline called the budget resolution that is passed in the spring, followed by individual appropriations bills enacted in the summer or early fall, giving members of Congress ample opportunity to write a different figure into law. Federal pay law also gives the President several chances in the year to issue orders either changing or reasserting his original proposal.
