Buyout authority at several large agencies is due to expire either at the end of the current fiscal year, September 30, or in the upcoming months, unless Congress acts to renew those authorities on an individual basis or unless it enacts a broad-ranging buyout authority such as the provisions in the Voinovich amendment. Agencies whose authority is set to expire include the CIA and NASA (September 30), Energy, IRS, Veterans Affairs, Bonneville Power Administration and Treasury’s inspector general for tax administration (December 31). The largest agency, the Defense Department, has authority until September 30, 2003. Under an authorization bill passed by the Senate (S-2514) and awaiting a conference with the House, the DoD authority would be extended by three years and the Energy authority by one year.
