Changing the Second Person in Self Plus One

Some FEHB enrollees who are considering switching to self plus one but who have more than one family member eligible for coverage have been asking about the rules for changing the covered person. Such a switch can be made at the enrollee’s discretion during the annual open season–including the one running through December 14 when the initial elections in self plus one are available–but outside an open season only due to certain life events and only if the choice is consistent with the life event. For example, an enrollee with a spouse and one eligible child and who is insuring only the child could switch coverage to the spouse if the child hits the age 26 cutoff for coverage. The carrier may request documentation to prove the eligibility of the newly designated family member, just as it currently does when a new family member is added to a self and family enrollment, OPM guidance says. However, if a childless couple has or adopts a child, the enrollee could not switch coverage from the spouse to the child–although in that case the enrollee could switch to family coverage.
