COLA Count Still Less Than Zero

Seven months into the counting period for the January 2010 retiree COLA, retirees stand to receive no increase because the inflation index used to set the increase remains in negative territory. The index rose 0.3 percentage points in April, but the count is still negative at -3.5 percent. Retirement benefits are frozen but not reduced if the count ends up negative.
