Concerns Raised about HSAs

Meanwhile, employee and retiree organizations are raising concerns about creating health savings accounts in the FEHB. They contend that HSAs will attract younger, healthier FEHB enrollees-who anticipate using relatively little health care and allowing their HSAs to build over the years, effectively becoming a health insurance IRA. As those enrollees are drawn off, the groups argue, other plans would be left with more expensive enrollees, forcing premiums up and/or coverage down in those plans. They also assert that enrollees might try to manipulate the system, hopping in and out of differing types of plans depending on whether the enrollees expect major expenses in a given year.
