Contracting Provisions Included in DoD Bill

The annual appropriations bill covering the Defense Department, where most of the government’s contracting-out activity takes place, continues and expands several restrictions on the program there. The final measure as cleared by the House and pending a Senate vote (HR-2863) continues a feature of similar bills for the last several years that guarantees that where 10 or more federal jobs are at stake, the in-house employees will be able to reorganize first into a “most efficient organization” and that the contractor would have to prove savings of at least 10 percent or $10 million before taking over the work. Similar language applying government-wide was enacted earlier as part of a separate appropriations bill.
