DHS Reports Nothing to Report

Meanwhile, DHS has issued a status report on its own, similar planned changes in personnel policies as required by a federal district court that issued an injunction against the labor relations and certain other provisions of the DHS rules. The two-paragraph report said that DHS has "

made no decision as to whether to revise or abandon these regulations." It noted that a recently enacted appropriations law barred DHS from spending money on the planned system, or any follow-up, until any legal claim has been resolved—effectively, an indefinite freeze. That freeze also bars DHS from revising the rules, said the document issued jointly by DHS and OPM.
