DHS System Criticized

The measure provides $10 million to address what accompanying report language called the department’s "dismal results" in the 2006 federal human capital survey, where DHS ranked at or near the bottom of the government in numerous categories. The money is to be spent on programs that "directly address the shortcomings," such as analyses of shortages in critical occupations, hiring and retention strategies, diversity programs and education and training initiatives. But before doing even that, DHS would have to submit an expenditure plan to Congress.
