DoD Bill a Candidate for Action

Congressional leaders hope to keep going the many-year string of enacting an annual DoD authorization bill, despite having made only limited progress. The House passed its version in the spring; for civilian employees it mainly contains routine extensions of several special hiring and pay authorities. The full Senate has not voted on its own bill; its committee version contains many similar provisions, although not a provision attached in House floor voting to extend authority for all agencies to temporarily reemploy retirees under certain circumstances without an offset between their annuities and salaries. That authority was created five years ago and could be allowed to expire in light of the phased retirement authority enacted since then and that now is in effect. Because it is considered a “must-pass” bill, the DoD authorization measure commonly becomes the vehicle for other proposals that have been pending during a year but that have fallen short of enactment.
