DoD Seeks Personnel Changes

DoD has sent its annual request to Congress for changes in various areas including some affecting civilian personnel policies. These include: allowing an exception when military personnel are deployed to the general ban on contracting-out of security guard functions; imposing a three-day waiting period before paying on-the-job injury or illness compensation; extending for five years the use of “direct hire” authority in acquisition positions; removing certain personnel ceilings on headquarters positions; and mandating electronic delivery of employee leave and earnings statements and tax statements. The most likely vehicle for carrying such language is the fiscal 2008 DoD authorization bill, which congressional armed services committees will begin writing soon.
