Legislation introduced in the House (HR-4859) would require all Federal Employees Health Benefits carriers to create an electronic health record for each of their participants to provide each participant and his or her health providers with information useful for diagnosis and treatment. The measure, sponsored by House civil service subcommittee chairman Jon Porter, R-Nev., also would require a carrier to create a personal electronic health record at the request of an individual that the enrollee could use to input information into the electronic health record, such as personal health history, family health history, symptoms, over-the-counter medication use, diet, exercise and other relevant health information and activities. The measure, which proponents say could increase efficiency and improve care, contains provisions designed to protect the privacy of records.
