Familiar Provisions Also Included

The Senate version of the spending bill also continues several provisions that have become standard in the bill in recent years, including: barring “lifestyle” and other types of training that are not directly related to the performance of official duties; barring the release of employee names and home addresses to labor organizations, which might use them for organizing purposes; and continuing a general requirement that FEHB plans cover prescription contraceptives. The same provisions are in the House version. However, unlike the House version, the Senate bill does not continue a general ban on abortion coverage in FEHB; in a similar situation last year, the Senate agreed in a conference to continue the ban.
