The actual enrollments in the FSA program were in part delayed by uncertainty regarding whether employees would have to pay fees to participate or whether the government would absorb those costs-potentially $4 a month for health care accounts and 1.5 percent of the annual account amount for dependent care accounts. The Office of Personnel Management has sent guidance to agencies encouraging them to absorb the costs, although it did not mandate that they do so. Employees will have to check with their personnel offices to learn the policy applying to them; if employees are charged fees, the costs will be deducted from their accounts upfront.
