Children of same-sex domestic partners meeting certain standards and living in states that do not allow same-sex marriage would be eligible for coverage under FEGLI Option C family coverage, under rules OPM proposed in today’s (October 15) Federal Register. The change would reflect similar eligibility already in place under the FEHB and FEDVIP programs and as in those programs, eligibility would not extend to the partner himself or herself, only to the child, who would be eligible under standard policies applying to stepchildren. In addition, under the rules, the addition of such a child would trigger eligibility to change FEGLI coverage as a qualifying life event. Under Option C, coverage on spouses and children is available in up to five multiples of $5,000 for spouses and $2,500 for children, with the employee or retiree being the beneficiary.
