Final Word on Raise Still to Come

Congress has left for a recess through Labor Day without final action on the January 2007 federal pay raise. Both the House and Senate have included a 2.7 percent amount in the fiscal 2007 Transportation-Treasury appropriations bill (HR-5576), but the full Senate has not taken up its version. The raise figure could slip to 2.2 percent if uniformed military personnel end up with just 2.2 percent, which is a possibility. Capitol Hill leaders already are expecting that many of the spending bills for the fiscal year that starts October 1, including the Transportation-Treasury bill, won’t be passed in final form before that date. Congress likely will go into recess around then through the elections, and return for a lame-duck session in mid-November. Under that scenario, a short-term measure would be enacted to keep agencies funded in the meantime, and then final action on numerous issues including the raise would be taken in the lame-duck session.
