Running concurrent with the FEHB open season is the annual open season for the flexible spending account program, in which employees may set aside pre-tax payroll money for certain dependent care expenses and certain health care expenses not covered by health insurance, such as deductibles and copayments. However, unlike FEHB, where enrollment is continued automatically if the enrollee does noting in the open season, those who wish to participate in the FSA program in 2006 must re-enroll during the open season. Enrollment does not carry over from plan year to plan year. (An exception is the recent announcement allowing “limited” health care FSAs for those enrolled in an FEHB high deductible health plan with a health savings account who otherwise would be ineligible for a health care FSA. Enrollment in those limited FSA accounts, which will focus on vision and dental care, will follow notices from the FEHB carriers.)
