GAO Sees Challenges Ahead for DoD

Many challenges remain for the Defense Department in carrying out its national security personnel system, the Government Accountability Office has said in a report whose findings could also apply to personnel reforms at other agencies. DoD will have to involve employees and other stakeholders and provide adequate resources to implement the system and must ensure ongoing two-way communication and evaluate the new system’s results, said GAO-05-730. The department also must ensure “sustained and committed leadership” after the system is fully implemented and recommended the creation of a chief management official at DoD. GAO also said the Pentagon could have done more to involve employees and federal unions in the system’s design, saying a “successful transformation must provide for meaningful involvement by employees and their representatives to gain their input into and understanding of the changes that will occur.”
