There could be hearings this fall, in the House at least, on the Bush administration’s proposal to extend government-wide many of the revised pay and other personnel practices under way at DoD and DHS. The administration has had trouble generating much enthusiasm on Capitol Hill for the idea, however, due in part to the ongoing controversies over the DoD and DHS rules and a desire by some in Congress to see those programs in actual operation before applying the concepts more widely. A heavy congressional workload of other issues also could act to push the proposal to the back burner.
