Groundwork Being Laid for Postal Reform

The leading advocate of postal reform in Congress, Sen. Tom Carper, D-Del., has started laying the groundwork for another attempt to pass long-stalled legislation, hosting a bipartisan briefing for senators on the current state of postal finances and projections for the future. Past reform proposals have singled out a requirement that USPS pre-fund retiree health insurance as target number one; other provisions have included breaking off into a separate health insurance program—with unknown effects on the rest of the FEHB population—and revisions to the FECA injury compensation including moving beneficiaries to typically less generous regular retirement benefits once they reach a certain age (that change would have applied government-wide, under past proposals). Numerous other ideas also have circulated but have run into opposition, particularly those that likely would lead to further job losses at USPS, which already has downsized significantly in recent years. Those include more closings of facilities and reducing mail delivery to five days a week under certain circumstances.
