GSA has proposed to include ATM charges in as part of the meals and incidental expenses portion of per diem reimbursement, rather than having it be separately reimbursable in addition to that allowance. The incidental expenses portion of the so-called “M&IE” part of per diem reimbursement–lodging is the other–cover items such fees and tips to porters, baggage carriers, hotel staff and the like. Also, the proposed change in the January 8 Federal Register would clarify that agencies have the authority to reimburse laundry, cleaning and pressing of clothes for employees on official travel.
