House Clears DoD Spending Bill

The House has passed a DoD authorization bill (HR-5122) advocating only relatively minor changes in civilian personnel policies at the department. The measure would: increase the authorized number of Defense intelligence SES members from 594 to 644; authorized the department to pay full replacement value for personal property claims of civilians relating to baggage and household effects; allow those hired for federal positions while in military “terminal leave” to accumulate leave as federal employees; and increase the death gratuity from $10,000 to $100,000 for civilians who die or have died in a contingency operation since October 7, 2001.
