House, Senate Back Pay Parity

Both the House and Senate have approved budget resolutions, outlines of the fiscal 2010 budget, that include language endorsing parity between federal and military raises in January. That measure will have to go through a House-Senate conference and then another round of votes but it doesn’t go to the White House for signature. President Obama has proposed 2.9 percent for the military and 2 percent for federal workers. In similar past situations, the federal raise has been bumped up but agencies have been required to pay for the difference out of existing funds, rather than getting additional appropriations. Also, proposals are circulating to increase the military raise to 3.4 percent to follow a formula used in most recent years; getting the federal raise up to that level might prove to be a greater challenge. The White House is expected to release a detailed budget proposal in upcoming weeks.
