House Telework Bill Advances

The House federal workforce subcommittee has approved HR-4106, which requires that agencies allow employees to telework to the maximum extent possible without diminishing employee performance or agency operations, and that eligible workers could telecommute at least 20 percent of their working hours. Employees excepted from eligibility would generally be those whose duties require daily access to classified information, or daily face-to-face contact with the public or other persons, or the need to use certain equipment at the regular place of employment. Agencies also would have to provide training to teleworkers, have a telework managing officer and could not make distinctions between teleworkers and nonteleworkers for the purposes of performance appraisals.
