How Pay Would Be Set

Under the NSPS plan, there would be four categories for setting pay. On first assignment, pay could be set anywhere in the pay band. On promotion, the increase would have to be at least 6 percent and normally no more than 20 percent, except if more is needed to reach the minimum of a new pay band. On reassignment, the increase would be at management’s discretion. On reduction in a band not as a result of performance or conduct issues (presumably because of market conditions) an increase could be made at management’s discretion.
