Locality pay once again will be extended to certain categories of white collar employees apart from the GS system-including government-wide categories such as administrative law judges and certain other senior positions, as well as certain occupations in about three dozen agencies-but unlike in past years will not go to senior executive service members because a new pay system for them is beginning (see below). Nor will senior foreign service members get the locality raise, under a new separate provision barring locality increases to those whose basic pay exceeds executive level IV.
