DoD, like DHS before it, has said it expects to issue a considerable amount of additional guidance on its new personnel system apart from the rules published recently—final ones for DHS but only proposed for DoD—in the Federal Register. For example, the proposed DoD regulations provide for an administrative process in which employees may seek reconsideration of their performance ratings; however the regs do not spell out what form that will take, leaving that issue to later guidance. The Pentagon also has yet to issue a list of offenses for which firing will be mandatory.
