Sponsors of a measure (HR-594) to eliminate the government pension offset reduction are working on a legislative maneuver to move the bill to a House floor vote even though it has not been cleared by a committee. The maneuver, called a “discharge petition,” is a means of freeing a bill that has been bottled up at the committee level. Sponsors note that the bill has 290 co-sponsors, significantly more than a House majority. The GPO reduces and in many cases eliminates spousal or survivor Social Security benefits for those also drawing an annuity from a retirement system that does not include Social Security, such as CSRS.
