Measure Carries Personnel Policies

The Senate version of an appropriations bill ready for a floor vote contains several policy decisions for federal employees government-wide, in most cases reflecting language in the version of the bill (HR-2829) that passed the House earlier. Like the House bill, the Senate version continues a general requirement that work can be outsourced in contracting-out studies involving more than 10 employees only if the contractor can prove savings of at least 10 percent or $10 million. Both also add language creating new appeal rights for in-house employees, bar contractors from gaining an advantage by spending less on health insurance or retirement than does the government, and encourage contracting-in of work already performed by contractors.
