Meanwhile, Congress has cleared the fiscal 2006 appropriations bill for the Department of Homeland Security (HR-2360), which bars the agency from conducting contracting-out cost competitions for jobs of employees of the DHS Bureau of Citizenship and Immigration Services who are known as Immigration Information Officers, Contact Representatives, or Investigative Assistants. The measure also cuts by $23 million the amount the department had requested to put in place its new personnel system, although the practical effect of that cut is uncertain.
