Mix of Law Officer Benefits Found

Pay, retirement and other benefits for federal law enforcement officers vary greatly among agencies and among occupations, the Office of Personnel Management has said in a report. OPM recommended that Congress provide it with authority to create a government-wide framework for retirement, job classification, basic pay and premium pay systems, a framework that agencies could tailor specifically for their law enforcement jobs and missions. Sorting out the various law enforcement benefits that have grown up over the years is a concern at many agencies, and in particular at the Department of Homeland Security, which took over numerous legacy systems from agencies that were combined into DHS on its creation last year. Some agencies have said they are losing officers to other agencies that have authority to offer higher pay and better benefits, while officers have expressed concern that making compensation more standard could mean taking away the superior benefits that some now enjoy. OPM director Kay Coles James in her introduction to the report wrote that
