OPM noted that in 1999 it announced new age bands for Option B but that it delayed implementation and continued to study the issue because of concerns about the cost to enrollees. However, it said that after study it has determined that the new age bands are needed. It also noted that at the time it agreed that any changes would be phased in over three years. Therefore, OPM expects to announce additional changes again at this time in the next two years.
