More Furloughs May Be Ahead, Maybe Not

The House measure would allow agencies to spend on personnel costs at a higher than an annualized rate in order to avoid furloughs; whether furloughs would be needed longer term is an open question. Democrats are pushing an alternative that would run only through November 15 but would replace the sequester with a combination of spending cuts in agriculture, defense and certain other programs, plus limiting certain tax breaks for some industries and high-income individuals; the House Republican majority has rejected several similar prior plans. Meanwhile, the FBI has said it expects it would have to impose 10 furlough days in fiscal 2014 if it remains at post-sequester levels; it did not impose furloughs this fiscal year but has cut staffing levels due to a hiring freeze, among other steps.
