More Maneuvering May Be Ahead

As it considered the bill, the Senate worked through several alternatives on TSA employee rights that showed a range of possible approaches. First it rejected a Republican amendment that would have stripped the broadened employee rights entirely. Then it accepted a Democratic amendment clarifying that the union rights would not include bargaining over pay or the right to strike, and that agency management could waive labor rights in emergency situations. Then it rejected a Republican amendment to grant whistleblower and appeals rights while putting off changes in labor relations for at least a year pending a study. The latter two amendments were in part designed to attract moderates of the other party in hopes of finding a veto-proof position, but the vote on each was mainly along party lines. Various alternatives could arise during upcoming House-Senate negotiations in an attempt to avoid a veto fight.
