Sen. George Voinovich, R-Ohio, has reintroduced in Congress legislation (S-129) that would revise civil service rules in a variety of areas. Voinovich, head of the Senate’s government management subcommittee, has been the leading advocate in Congress of civil service reforms in recent years. During 2002, he won passage of several reforms, including new buyout and early retirement authorities. His latest proposal incorporates parts of prior legislation he sponsored but which fell by the wayside last year, including a provision he dropped in mid-year to expand agency authority to conduct “demonstration projects” that test alternative personnel practices such as pay banding and revised hiring, promotion, and job classification rules.
