One change in health benefits coverage for employees, retirees and certain family members due in 2006 that is unrelated to the FEHB process is the addition of vision and dental benefits beyond the currently limited offerings in FEHB. Last year Congress enacted legislation authorizing such a program, in which enrollees would pay the entire cost although at a presumably lower rate than for individual coverage because of the purchasing power of the group. OPM has yet to issue a contract solicitation to the insurance industry to create those benefits, however. The benefits will be voluntary, and not dependent on FEHB enrollment.
