‘Old-School’ Attitude Partly to Blame

GAO conducted focus groups as part of a recent assessment of OPM’s methods of reporting on telework, which have changed in recent times, making it harder to compare trends over a longer period. GAO noted that OPM also has conducted focus groups, largely of officials from agencies of more than 1,700 employees. After management resistance, those agencies cited technology related challenges; equity with which telework has been made available to employees; performance management; and access to senior leadership. GAO in contrast focused on smaller agencies. It similarly found management resistance and technology issues to be the two main hindrances, but found lack of personnel to cover the office where only one person is responsible for certain duties and budget/funding issues to be the next most important for the smaller agencies. Focus group members said resistance results from what they called "old-school" management. One agency said some of its managers require a written report from teleworkers summarizing what they accomplished while teleworking, while two said that some don’t allow both teleworking and alternative work schedules.
