On Raise, No News is Good News…

The House measure is silent on the issue of a 2014 federal pay raise, as have been almost all of the regular appropriations bills moving through the budget process (the exception is the Senate defense measure, which endorses 1 percent). Because President Obama has issued an order setting a raise in January of 1 percent by default if no other figure is enacted before then, continued silence amounts to a signal that Congress—for now, at least—is willing to let the increase happen. However, agencies might have to absorb the cost out of other overhead accounts that already could be stretched tightly by sequestration plus a backlog of training, maintenance and other overhead costs that were deferred in order to avoid or lessen furloughs this fiscal year.
