Other Changes in Benefits Bill

The measure also would streamline the process for approving “critical pay” which allows higher pay for employees with very high levels of expertise in a scientific, technical, or administrative fields that are crucial to the accomplishment of an agency’s mission. Approval authority would move from the Office of Management and Budget to the Office of Personnel Management. The bill further would require agencies to emphasize training and to improve annual leave benefits for those entering the government in mid-career. Congress meanwhile dropped provisions to improve retirement benefits for CSRS employees who switch to part-time work late in their careers and to set in law the practice of providing civil service retirement credit for attendance at a military service academy.
