The measure also: excludes wage grade employees from NSPS; excludes employees of certain defense labs that already are experimenting with alternative personnel systems from coming under NSPS for at least another four years; limits the number of employees who can be brought into the system to 100,000 a year; and orders a series of studies by GAO.
