OPM has granted DHS authority to waive the usual offset that applies between salary and annuity when rehiring federal retirees, for the purposes of handling applications for various immigration benefits such as green cards and naturalization. The DHS Citizenship and Immigration Services bureau experienced an influx of applications due to a change in law last year. The waiver allows temporary hiring of retirees without offset for up to full-time work through September 30, 2010. Annuitants rehired under the authority would not be eligible to make retirement contributions or invest in the TSP, and DHS must attempt to use other hiring authorities first.
