The pay-related provisions at first will apply only to about 8,000 employees at headquarters and in certain infrastructure and intelligence protection positions and certain non-military positions in the Coast Guard. For most other employees, the revised pay system won’t begin until late next year, and even then certain employees will not be included but rather will stay under their current pay and job classification systems. These include Transportation Security Administration screeners, wage grade employees, senior executives, administrative law judges, uniformed Secret Service officers, inspector general office employees and those under the executive schedule-in all, around 70,000 employees.
