Postal Reform Measure Offered

A “discussion draft” of a measure to make substantial reforms in the way the U.S. Postal Service conducts its business has been offered in the House Government Reform Committee, with a counterpart expected in the Senate Governmental Affairs Committee soon. The draft measure, sponsored by chairman Rep. Tom Davis, R-Va., focuses mainly on USPS line of business practices and treads lightly in the area of employee benefits and union rights-two areas where recommendations of a presidential commission had stirred opposition from unions. For example, unlike the commission report, the draft bill would not put health and retirement benefits on the bargaining table. The bill would make some relatively minor changes in bonus and arbitration policies, would require USPS to have a comprehensive plan of reemployment assistance for workers displaced by automation or privatization, and seeks to increase the representation of women and minorities in higher-level management.
