Ratings Higher at Some Agencies

Ratings varied among agencies, with the State Department rating 69 percent of its execs at the top level, and HHS, Justice, and SSA also rating more than 60 percent as outstanding or equivalent. On the other end, OMB rated just 11 percent of its execs as outstanding, and OPM and Interior each gave that rating to about 23 percent. The greatest changes were at GSA and NRC, which rated about an additional quarter and a fifth of their execs at the highest level, while OPM, DHS, Treasury, SSA and State showed small drops. The greatest decrease overall of recent years has been at DoD, which went from rating 99.5 percent of its execs as outstanding in 2004 to 32 percent in 2007.
