OPM’s proposal in the June 23 Federal Register would require reciprocity among agencies when the person meets continuous service requirements and previously was investigated at a level that meets or exceeds what is required for the new position. "The proposed changes would require the application of reciprocity of investigations in many cases where a person is appointed or converted to a covered position, or transfers to a covered position, after serving in another covered position. It also would require reciprocity in many cases where a person moves to a covered position from a position in the excepted service, or from a position as a federal government contract employee," OPM said. However, a new investigation would be required when an employee moves to a position carrying a higher risk level or if an agency obtains new information during the hiring process when a person is transferred that calls into question the person’s suitability.
