President Obama’s plan for a major reorganization of government, with a goal of combining duplicative programs which could result in substantial job losses, has added to an already high level of uncertainty in the federal workforce regarding job security and prospects in the time ahead. A likely first target will be trade-related programs and agencies that have been highlighted by administration officials and others. However, the scope, direction and timing of the effort remains undetermined. Major reorganizations typically take years to plan, enact and carry out and in the beginning years often can lead to at least as much disruption as improvement.
