Congress could give final approval soon to new restrictions on appeal rights and performance policies at VA, with the House and Senate hoping to work out differences on those issues quickly. ASenate-passed VA reform bill (S-2450) would give the department greater authority to fire senior executives or demote them into the GS, with a shortened appeal process: seven days to file an appeal, 21 days for MSPB to issue a decision, no appeal of that decision into federal courts, and no stays of the action or payments of awards or other types of incentives in the meantime. The House version would allow them no appeal rights. The House is expected to lay out its position on that and other issues within days, with a compromise bill going to final voting soon afterward.
