The Office of Personnel Management has drafted a revision o f the “executive core qualifications,” the set of behaviors and experiences used to assess individuals for advancement into the Senior Executive Service ranks. One major change, according to an OPM memo to agencies seeking comments on the potential revisions, would be to add a competency of “developing others”—providing ongoing feedback and developmental opportunities to others through formal and informal methods—to the “leading people” core qualification. In addition to leading people, the core qualifications would be leading change, results driven, business acumen and building coalitions—the same as currently, except that the latter would be changed from building coalitions/communications.
